SHIFT won't work either, actually it accepts no type of file if I hold it down, but found a workaround, rename .txt to something else, drag it in, then rename the file within Evernote back to .txt.

Title says it all, any other file, 7z, zip, doc, and every other filetype I know off works, bu it just ignores if I drag files ending in .txt.

I got blue pop-up in Evernote advising me to update, so I did thinking, why not haven't updated in a while. It brought me to a whole new evernote, it was so slow, some notes took 5 seconds to appear and some failed to load at all. I do like the Dark Mode, but I am NOT trading it for performance, I have a very fast modern machine and this was embarrassing experience.
