I have the same issue as the OP with EN 6.1.2 and Outlook 2016. Here's my workaround: Position the cursor to the right of any extra blank bullet. Hit CTRL-SHIFT-L, which removes the bad bullet Hit Delete, which removes the extra lines. It's a pain, but manageable. Someone with more time than me should export to HTML and then use trial and error to edit the HTML and find out why MS Office is inserting bad bullets. Then one could do a find & replace on the HTML file to remove the bad bits.
