I have the same issue. I have a new phone and because EN does not offer to switch 2FA to a different phone I disabled 2FA and then tried enabling it again. The email verification was hell. It took ages before mails arrive. And when I copy-paste the code it always gives an error that code isn't correct. When I click the verification link I do proceed to the next step. There I need to provide my phone number, which I did. But clicking the continue button is where it gets stuck, i.e. the button does not respond. So, basically I'm stuck and cannot proceed.
