Makes sense to me! Such a simple thing to do and even with four years of complaints, there are no alternatives. Something needs to change. At least let the creator have an option to declare a notebook open to other editors or declare other admins. The creator may be someone completely unrelated to actual users, it doesn't make sense that we need to bug them every time we want to create a tag. Maybe this is a Business feature, but these are pretty common sense and should be available to all.
