Exact issue on my Pixel 5a, except I've been staring at the add note screen now for 5 minutes with "Loading..." displayed. Editing notes is possible, and it is functional. Just takes forever (literally, I've waited an hour some times). Adding a new note from the menu, or adding a web clipping through sharing, and it is stuck forever - adding a new note lets you type the Title and body, but never presents a highlighted check mark to finish the note. For me, this began sometime in October and due to carpal tunnel surgery I've not used it again until recently and noticed it was still happening. Uninstalled, reinstalled. Wiped phone and reconfigured to no avail.
