The difference to prior updates ist that this release was completely new built on a new code base. This leads to the point that probably all data had to be new organized (and als well reloaded and reconstructed) completely new. In contrast prior updates mostly have just been "updates" which used the same data basis for notes.
That would assume that the whole database structure was changed not just the actual app itself. That being said, a major announcement about this should have been par for the course if not it would show gross negligence on the part of the Evernote company.
