I am running the same evernote version and have the same issue. My evernote was just converted and I am not able to rename my folders. I right click on a folder and do not get any context menu. I see the response from DTlow and understand that is what I should see, but it does not appear. I have closed and relaunched the application, but I still dont get a menu. Running a fairly recent version of win10.
