This has also been an issue for me for the last couple of years. I've worked round it in the past but just found the thread, so wanted to add that I would also wish to see the ability for shared users to add their own tags. I also see the point about users creating them irresponsibly but maybe the issue is that only one person can be the Owner of the Notebook? Perhaps the ability to set multiple owners on a Notebook would fix this, it would also assist me incase the owner of that Notebook wasn't around for what ever reason and other members of the group wanted to carry on ownership.
