Ok it seems you have to unselect in between the change.
This just worked for me - select list, click the checkbox button, unselect list (click somewhere else), reselect list and click the checkbox button.

Update - it looks like the new version update to 10.29.7 made a big difference. Now the note launch time is about 2-3 seconds. Not perfect but totally usable.
