Same problem, Dell XPS, latest Evernote. Registry keeps changed to 271 dec. Very annoying. Neither hot key or menu work.

Control-shift-space does not remove tables. But I consider tables as a formatting as well. I want to keep the content of cells and get rid off a table structure.

I have Windows 10 Pro, 4K display. This is common setup for people having this trouble. I just decreased fonts to 200% and modified the left width to 1 and the panel appeared!
