Workaround for me is to create a notebook called Quick into which I put the frequently needed notes. I put Quick in the shortcuts bar to enable prompt access. FWIW. Link to comment

Making a note into a reminder serves a very similar purpose -- they are kept in a separate list at the top of your note list.. In addition, you can arbitrarily order reminders in the reminders list into any order you choose. Link to comment
