fwiw    I have a !Hot Notes tag in my shortcuts at the top of my shortcuts
           When I want quick access to notes, I assign the tag

Making a note into a reminder serves a very similar purpose -- they are kept in a separate list at the top of your note list.. In addition, you can arbitrarily order reminders in the reminders list into any order you choose.

Workaround for me is to create a notebook called Quick into which I put the frequently needed notes.  I put Quick in the shortcuts bar to enable prompt access.  FWIW.
