Is there a way to type text and not have Evernote use Smart Quotes?

I would love to have a simple option like in some programs, where I could set the default to be No_Smart_Quotes.

Because smart quotes still don't function 100% correctly in all email platforms, with email sent from MacOS, I would like to use "dumb" quotes.

I'm not sure this is an Evernote feature. (Correction - see JMichaelTX)
Have you looked at your Mac System Preferences

In addition to the Mac System Preferences, you can right-click anywhere in a Note and make sure "Smart Quotes" is unchecked:
