Under the new EN paradigm, users are limited to two devices.  However, many users access EN with Chrome on multiple devices so EN is not an installed application on most of their devices.  I just tried to use Microsoft's EN 2 OneNote utility and because EN was not installed as an application on the Windows machine, the Microsoft utility could not find my data.  (And probably because MS does not like to play nice with Chrome.) Got me to thinking, the data is not really synced to the local machine with he Chrome extension, just accessed via Chrome on the Internet.  Since the new rules allow unchanged web browser access from multiple devices, it seems the only limitation would be off line access or devices and computers that install actual apps.  

Anyone know what this means to EN basic (free) users?
