You are able to create and modify new notes when offline if you are using the desktop applications, available on Mac and PC with an Evernote Basic account. You can download the applications from here. To be able to edit and create new notes when on your Android or iOS device will require Evernote Plus or Evernote Premium. Hope this helps!
