Can't Share Note with URL

For some reason, I am now unable to share notes using the public link method.

I've been trying to share notes the exact same way I've been sharing notes for months. 

I click "SHARE - MODIFY SHARING", then ensure that "Enable public link" is checked, copy the URL, sync Evernote, then paste the URL into a browser. It used to work every time.

Now the URL brings an error message. 

What the heck happened and what's the fix?

I cant share it with email i dont now why and i need it for a school project

@WeCanLearnAnything To help isolate the issue try to copy the link from Evernote Web: https://www.evernote.com/Home.action. If you create a new test note using Evernote web, does the share URL for that note work?

What do you see after you right-click the note, and select: Share>Send a Copy...?

Yes, it worked. This time.

Sometimes the note sharing works... and other times it does not. It's all kind of random, even when *all* other internet functions are doing just fine. 

The problem with sharing notes occurs on both my desktop and my laptop.
