Free transcription is already available in Speech To Text (STT) notes on mobile devices - a network connection is required. Evernote may have some plans to expand that feature in due course, but I'd doubt it's high on their list - it's unknown how many users would be interested and whether the cost of development across multiple OS's and devices -and languages- would ever be worth it. Machine STT is always chancy anyway if you're dealing with longer sessions; far better to have a native speaker do a live transcript - fewer errors to find and fix.

It is very unlikely that you will find a free app/service that is acceptable. One of the better known, established apps, is Dragon NaturallySpeaking , but it will cost you about $70, unless you can find a special somewhere. For more choices, search for "speech to text", or "voice to text".
