Image Annotations with the iPad Pro/Apple Pencil

I have an iPad pro with an Apple Pencil and I would like to annotate images that I have added to my Evernote Notebooks. When I open an image it looks like there is an icon to initiate this flow, but it is greyed out. Is this not the way I should be doing it?

Where did these notes originate from? For instance, were they added to Skitch and synced with your Evernote account from there? While images added directly into Evernote will allow you to use the annotation tool, you won't be able to annotate images that were synced from another application such as Skitch or Penultimate.
