This is a flakey bug. Seems to occur about half the time.
To reproduce:
Take a snapshot.
Discard the existing snapshot if there is one.
SOMETIMES the Drag/Drop handle will quickly appear and then disappear.
If you click anywhere on the window, the Drag/Drop handle will reappear.
So this is mostly an annoyance, it doesn't break work flow. But it would be very nice to have this fixed because it happens about 10 times a day for me.
See attached image. You can see there is no Drag/Drop handle.
