Do I have to buy the App on my iphone, too?

I installed Evernote, Scannable and Webclipper to my ipad.  I'm just trying to centralize all of my recipes, embroidery files, etc between phone, ipad and PC.  I bought the Webclipper App in the itunes store.  Normally when you buy on one device, it is also available to download from the cloud on my itunes linked devices (iphone/ipad.)  No matter what I do, itunes still wants to charge me again to install webclipper on my phone.  Do I have to pay for it twice?  Sorry I don't understand a lot of the intricacies:  I'm just a Grandma trying to keep up (relatively) with technology :-).  Thank you.

I wasn't clear, I'm sorry. Webclipper is the one I am asking about. Everything else is ok, but the Webclipper wants me to buy it again on iphone. Thanks

AFAIK, all the iOS web clippers are third party apps - not Evernote products. So you would need to take this up with the developers of the third party app.

1) We don't have a separate iOS app called Web Clipper. You have most likely bought a third party app? ( perhaps this one https://itunes.apple.com/us/app/everclip-2-clip-everything/id854344072?mt=8).

If you run iOS 8 AND you have the latest Evernote for iOS then you already have a good Web Clipper for Safari. Described in detail here: https://blog.evernote.com/blog/2014/09/17/new-evernote-ios-8-web-clipping-quick-notes/
