Can you turn unchecked boxes into reminders?

No.  You can add a search to find all notes with unchecked boxes - todo:false.  This will result in a context of all notes with unchecked to do boxes.  No bulk reminder apply AFAIK.  One at a time from that list.

You'd be better off getting a true Task Manager that intergrates with Evernote, such as Wunderlist, which does have a free plan.

I use Wunderlist in addition to EN.  For me WL works best for task list management.  

 

For anything related to EN notes I have been using reminders and saved searches, trying to keep all the important stuff in one place.  Interestingly enough I really cut down on the number of check boxes I used when reminders were introduced.  Sounded like the OP was travelling the same path, hence the earlier post.  Depending on use case, WL is a great solution, even in the free version.   :)
