Trouble overlapping annotations without selecting previous ones

Hello,

I'm trying to use the annotation feature in Evernote to markup a document, including doing some dense circling and highlight (that overlaps), and the problem I'm running into is that I try to start a new line and it just selects one of the old lines and drags it around.

I searched for other's troubleshooting this issue and only found something from 2012 and a version of skitch that was in the 2's... the solution offered there was to go to settings and turn off an option called "keep tools active", but I don't see any option like that in the settings for version 3.3.

I'm sure it's something obvious I'm missing, but please let me know if there's a way to draw lines and shapes over existing annotations without selecting and dragging them around unintentionally (if that makes sense). Thanks!
