To be able to do this from within Evernote would be awesome, is it likely to be possible?

A note within Evernote is probably too big to send over Twitter (which is limited to 140 characters). In theory, you could Share a notebook with the world, and then give out that public notebook URL via Twitter, but this is more steps.
