How to change phone number on account with two step verification.

I'm trying to access my account and forgot that a good six months ago I had enabled two step verification.

Right now my problem is that the phone number on my account had been disconnected because I couldn't afford to pay the bill. On top of that, I sold the phone I was using google authenticator on.

Is there possibly any way to verify who I am and get a new number attached (like by sending the code to my email)?
