Can audio notes be transcribed into Evernote written notes?

If you're looking to have recordings transcribed (rather than using an Android or iOS device's built in speech-to-text feature), no, I do not believe Evernote has the ability to do that. There are, however, services out there that will do it for you, at a cost. I used one a long time ago. It was called Quicktate.

There's a good transcription service called Rev. It's not free, costs $1 / minute. They also have an iOS app that can export to Evernote.
