I want to set up an inventory/library of the resources we have in our organisation and would like to know if a system exists in Evernote to generate one's own bar codes.

Not currently, you can of course use something else (this used to be pretty popular and may still be - http://www.bartenderbarcodesoftware.com) and then store them in Evernote.

I'm not sure Evernote is a particularly a good solution for resource management.  It does not provide any of the features that are usually required for such a system.  There is no location, check out, check in, asset tag, cost, valuation, maintenance, etc fields to help you properly manage your resources.

 

OTOH, there are many resource management apps available, including some in the Cloud, that would do a good job.
