If I purchase Evernote premium, largely to share notebooks with family members, do those folks also need to purchase premium in order for them to edit?

No.  But be warned that EN is not really set up for collaboration like that.  Allowing several people access to edit notes would be a nightmare, IMO. Sooner or later someone's changes are going to overwrite someone else's changes.
