is there a way to move an attachment between folders?

I'm reasonably sure that there's a way to move attachments between notes on the Mac client (on Windows it would be a cut/paste operation), but we'd need an actual Mac user to verify. You cannot move them between notebooks (folders do not exist in Evernote), because they are a propert of notes, not notebooks -- you'd need to move it from a note in one notebook to a note in another notebook.

Logically you wouldn't so much move the attachment as move or copy the note to another notebook,  then edit or replace the content,  or delete it* and merge the moved note with another existing one...

 

Easy(ish) on a desktop,  not so much (or at all) on anything else.

There's no way to move an attachment specifically, but you can definitely drag an attachment from one note into another note to copy it.
