If you want the content to be synced, you would need to create a new (synced) notebook and move the notes there, as you cannot change a notebook from local to synced. Scott Link to comment

If you're referring to the number of sync'd notebooks, the limit is 250 regardless if you're free or premium. You may find this thread helpful. Link to comment
