(Archived) Choosing location where attached files display in a Note?

When adding a new .PDF to a Note in the Chrome browser on my Mac, I place the blinking insertion point where I want the file to show up on the Note and drag it from my desktop to that spot, however, it always places the attached file at the bottom of the note.

 

1. Is there a way to control where the attached file displays on the Note?

2. I have to select the note and cut it and paste it where I want it afterwards, and even that is not easy. Is there a better way to move attached files in a Note?
