YES! It's absolutely necessary for people like me who loves to clip articles to read in Evernote. Also, a tool for adding comments would be good.

Evernote does provide a highlighter on the iOS client. I expect that the feature will be rolled out to other clients sometime soon. As for comments, they are easily added if you use the Evernote Web Clipper.
