My guess is that mobile clients aren't aligned 1-to-1 with every feature on the desktop client and this is purposeful. Evernote might be presuming that mobile activities are for on the go, quick and dirty, then more organization is done on the desktop. Just a guess.

Sometimes, there just isn't a 1-for-1 correlation between capabilities of a desktop client vs. a mobile client. Sometimes it's just a matter of having devoted more time to a particular client vs another one.
