Pressing Enter creates <div>?

Most applications reguards Enters as "paragraph" and creates a <p> tag on pressing it, while Evernote Windows creates <div> tags when Enter is pressed.

This feature seems to make Enter create a "change line", to match the custom of Office users. However the feature can sometimes cause annoying issues once the user isn't aware that it is <div> instead of <br> being created. And it would make the content created by Evernote hard to transport to other HTML-based editors since the HTML is not "beautiful".

I think it would be better if Enter simply creates <p> -- so the user will be awared about the difference between Enter and Shift+Enter. If the "change line by Enter" feature is important, adding a config for Enters to create <br> may be more preferable.
