(Archived) Evernote for windows

I have been experimenting with the Evernote web based version for a day or so. It does all I need it to do but I am concerned that I may exceed the data limit over the period of a month (even the subscription based account). I have had a look at Evernote for windows, however it crashes when I try to sync. Leaving aside this issue, which is probably temporary, I was wondering if the windows version actually downloads the files to your PC. If it does do you then avoid the data limit and would you be able to access the files 'offline'? If you were able to access the files offline would the database function normally ie would you be able to move files around to other notebooks and so on?

If the answer to the above questions is no is there a workaround to reduce the amount of data stored in the web based version, for example are there any tips to avoid copying unnecessary data such as adverts etc?
