Can't rearrange elements in notes

Latest mac osx version. This started recently but not sure if it was with this update. I move the mouse over an item in a list for example and get the icon to drag and drop to the left, click and hold the mouse, and move the element to a new spot in the list of items. The highlighted box shows where it will be dropped. I release the mouse and the item goes back to its original placement.

This has been fixed in version 10.117.2 which is available on the download page.
