Where are my notes stored in version 10.99.3-win?

My PC disk is on the brink of failure but I have managed to make a copy of a large directory named Evernote (10.6GB, 863 files, 44 folders) that contains a sub-directory named Databases (9.89 GB, 62 files, 1 folder) which in turn contains a file named after my Evernote account and with the extension .exb (9.78GB, last modified 27 October 2023). There are also other files at least some of which have names corresponding to additional accounts that I used to dabble with. 
I have been working on this PC for about 15 years and installed and started using Evernote in 2012. All these years I had been under the impression that my data was in the cloud, but also locally on my machine and I could therefore access it off-line and back it up every now and then.
There are two things that make me unsure if this true any more, although I still believe that at some time in the past it was true.
The first thing is that the .exb hasn't been modified since 27 October 2023, yet I have been using Evernote every day since 2012.
The second is that having installed Evernote on a new machine, I cannot find an Evernote directory that looks anything like the one I have retrieved from my old machine. I also cannot find a setting in the Evernote program that specifies where a local copy of the database is stored.
Without really having thought it through in detail, I was expecting to be able to transfer the database copy from the old machine onto the new one, then tell Evernote its location, and then carry on as if nothing had happened.
I cannot find any information on this issue on this forum, so if anyone knows what the situation really is I would very much appreciate hearing from you.
If Evernote user databases cannot be mirrored locally, then is there at least a way to create a local backup of the master version in the cloud? And if so, is there a way of then making use of that data should internet access be lost?
Finally, is there an older version of Evernote that I could return to that works in the way I want?

The data contained in the EXB file is from the old, now unsupported, versions of Evernote. The version 10 data is stored in a separate dedicated directory and not in a discrete file. This can be changed so you can see where it is stored on the settings in the program.

The good news is that provided you have a live Internet connection your data is in the cloud and when you install on a new device it will receive everything from the cloud. You don't need to copy a directory from one device to another.

I and others use a standalone backup program called evernote-backup which can be downloaded from Github. It is a rewrite of an old Evernote backup script.

In Tools - Settings I can see that there is Evernote local data in C:\Users\<userName>\Roaming\Evernote but since the size of this directory (4.32 GB) is about half the size of my .exb database I don't feel confident in assuming that all my data is actually there. This size has been constant now for a couple of days (I haven't edited any data in Evernote) and I assume that any downloading from the cloud would have completed. Does this sound right?
I would actually like to move the location of this directory and I am wondering how to do it. 
Should I simply edit the entry to specify the new location and Evernote will take care of everything necessary? Or should I first shut down Evernote and move (or copy) the directory in explorer before restarting Evernote and editing the location? Should I disconnect the internet while I am doing this?

I think you're looking for a folder called resource-cache.

I use a separate drive to store my EN data and it only contains the folders:

conduit-fs
conduit-storage
resource-cache

The resource cache is 13.5 GB which sounds about right.

Yes, edit the path in settings. Evernote will move all your data. The process will take a few minutes.

The thing to remember is that the data structure is entirely different in v10 software. Rely on the cloud as your first line of backup. Evernote-backup provides a good second line.
