I get a properly formatted note if I import via Settings -> Import. If I import from File -> Import, Evernote imports the HTML file to a note as an attachment. I expect these two actions to be the same since I am doing the same thing.

You're missing out dragging & dropping / cutting & pasting / clipping / screenshots. They're all (IMHO) options - just pick the one with the results that you need.

This is a new option that not everybody has yet (at least I don't). It is primarily intended to help people transfer to EN from other apps. All the other options will attach the file to the note. I like the fact that we have flexibility. Sometimes I want the file attached, sometimes I want it to be imported into the note properly.
