Default Notebook

How can I delete default notebook and set up a new one

If you are on Free, you can’t. There is only 1 notebook allowed.

if you are on a subscription, you create the new notebook, make it the default, and the erase the first. Erasing a notebook will send all notes in it to the trash !

I don’t see a logic behind it - renaming the existing default notebook would probably be easier.
