(Archived) Syncing an "Evernote Notebook" to another users account?

Is there a way to create an individual "Evernote Notebook" that can sync with another Evernote user(s)/account(s) as well as mine. Like a business notebook that employees can sync.

I think shared notebooks might be what you're looking for:

The android client does not yet support this however.

Is there a target date as to when this will be available for the Windows Evernote application?

No target dates have been announced (not something that Evernote does all that often anyhow).
