Create Sync App for Internal Semantic Search

Hi, we are trying here to create a semantic search app on top of evernotes of our company, and i am having difficulty understanding how i can create an app that has access to company wide notes, not only user notes, and also how can i create a developer token to avoid having the user login

 

I created a sandbox app, but am still unsure on how to export the notes continuously, can anyone help with this?
