Unable to access "Help and Learning" despite having a Personal subscription

When I try to login into "Help and Learning" to contact support, I get immediately logged out. I'm subscribed to the Personal plan. 

In the browser address bar I can see briefly part the of the URL containing something along these lines: "Cannot login suspended user".

Thanks for the promising tips, @PinkElephant.

I tried resetting my browser cache and used another Browser (Firefox) too. Still getting logged out.

Unfortunately, the Android app has a problem submitting the ticket as well.
In the activity log I get
"ERROR: neutron: Could not submit support request: ServiceError: errorCode=4 message="Error submitting ticket rateLimitDuration=null"
