Billing for free account?

Hi.  It's impossible to be charged unless you put your payment details into the account - which is not required for a free account.  I'd suggest you contact Support to see if they can help...  These Forums are (mainly) user-supported with Evernote staff monitoring threads.  It's better to use the Support channels to report issues or to feedback direct to Evernote.  For general payment issues see

You don’t tell how you were charged. First as pointed out by @gazumped as a Free user you don’t need to put any payment information into your account. Second if you were charged something, you probably upgraded, maybe without knowing it. Check in your account information whether you are really on Free, or a subscription might have taken over.

If this happened with EN, you need to contact support as described above. Usually within 60 days they will refund und downgrade your account.

If you subscribed through the App-/Play-Store, you need to cancel your subscription there. In this case refunding works through the Store, EN support has no part in it.
