It depends what you mean by "missing".

If a note still exists, but content was lost, you can recover it when on a subscription. Note history is running on all accounts all of the time, but to access it, you need the subscription. Furthermore you need a desktop client (Windows/Mac) or the web client, it won't work on mobile.

If the note itself does not exist any longer (check if it is in the "Trash", it can be recovered from there), it can't be recovered at all.
