Setting up 2 step authentication - Must I sign in with Google?

As above. When  I try to set it up, one of the steps involves the screen attached. No matter what I do, I cannot continue without clicking "continue with Google," which I have never done and don't want to do. How do I get past this step? Thanks

I have set it up without any service from Google. EN says you must use Google Authenticator - which is complete bullshit.

2FA will work with any Authenticator that produces time dependent cipher codes. I have used Microsoft authenticator, then the build in 2FA in 1Password, and am now using Authy. All 3 have worked without any problem.
