You probably need to ask those who are setting up the great patriotic firewall.

Evernote.com leads to a service located in the free world, without servers open to the access of the Chinese government. So they are probably not in compliance with local laws regarding cloud services.

AFAIK the spin off of the mainland Chinese services into an own company some time ago happened exactly out of that reason.
