Unable load subscription page

I am trying to subscribe from Evernote Windows desktop app (10.29.7-win-ddl-public (3186)) by clicking to "Upgrade..." button. But the Subscription page is not loaded properly. And enpoint https://www.evernote.com/billy/api/consumer/serviceLevel responded with 503 Service Unavailable HTTP code.

BTW the current Windows version v10.30.6-win-ddl-public (3202) If you don't mean Upgrade but, rather, want to Update then the easiest place to go is https://evernote.com/download
