It moves the responsibility to grant the access to the user. To me it looks more like one of these warning signs „Don’t dry your cat in the Microwave“, designed to protect against litigation attorneys chasing the next class action. Link to comment

It's a routine warning, not a stunning indictment of another provider. By the way - Evernote use Google servers for their activities, so this is access by the business bit of Google (Evernote) to the public bit (you). Link to comment
