Can not create tag with russian "б" letter

Try to add tag with russian letter "б", for example "голубь" or "обувь". When I press б key new tag created. I got tags "голу" instead of "голубь" and "о" instead of "обувь".

Possibly this is conflict with any hotkey? "б" is on the same key as "<".
