Imagine you used both notebooks and tags. Imagine you wanted to browse a notebook and look at the type of notes that are inside it. Imagine you wouldn't know a priori all the different tags you used within the notebook, but wanted Evernote to show them to you.
Currently that isn't possible. You can filter for tags, but you when doing so you can't select from tags that are actually used in the notebook.
If it was possible, you could could use tags to browse your notebooks and to find categories within them.
Then gardening and harvesting from your digital notes would be much easier.
