You can try support, if you are a subscriber.

In any other case: To me this looks like something is blocking the Evernote.com website.

This may happen because of local internet restrictions, for example by a company firewall. Or by restrictions imposed on a national network. It can be as well that security software you are running yourself is blocking access.

You can try from another network (like in a coffee shop) if the same problem exists. In some cases it was possible to connect after starting a VPN-tunnel to another country (like to an exit point in the US or Europe). If the problem is your own security software, both solutions will not work. In this case disable the software to see if the connection is then possible.
