Where can I set local file storage location?

I can't find any but 2 preferences. How do I set the local file location to the usb drive I always use on all machines?

Simple: You can't.

There is no necessity to hold a large local file any longer. In settings you can switch off that data should be kept after closing the app. No offline access then, but it saves on disk space for those who are running short. But you can't influence the location any longer.
